strange message when trying to run sqlplus in Oracle 8.04?

Hello:

I recently set up an Oracle 8.0.4 databse for tsting purposes.

When I try to access the databse through sqlplus, I get the following message in a message box:

'Message file sp1<lang>.msb not found'

In trying to figure what this means by looking at another instance on another server, I notice that there is no directory called orant\core.

I believe I need to reinstall Oracle 8.0.4. Before I do so should I drop the database/instance and remove the registry entries or just reinstall Oracle?
