There are other ways to come up with psuedo random samples of the data --

Some quick examples are:

• WHERE SUBSTR(col,4,1) = '1'
• WHERE TRUNC(number_column/10) = 0 (or any other numeric function in an expression)
• WHERE SUBSTR(rowid,10,1) = '0' (this is just a quick example -- not necessary the solution)
