FORMS45_PATH v. ORACLE_PATH

I've looked through the documentation but can't find anything that tells me the difference between FORMS45_PATH and ORACLE_PATH (UNIX system).

My (faulty?) understanding is that forms should be in a directory specifed by FORMS45_PATH. But it appears as though it (Oracle) ran a version of a form in ORACLE_PATH rather than the version in FORMS45_PATH.

Can anyone give me any enlightenment on this?
