Rumor has it that if you have an enterprise server license, you're entitled to SQLNet clients for every platform Oracle supports. SQLNet client typically includes OCI.

OCI is of course included with Oracle server. Oracle has try-n-buy versions available. Unfortunately, only Solaris(sparc), NT, and LINUX are available via the web (Oracle8).
