Oracle causing delay in other s/w

Can Anyone help ,
I have a connection to Oracle via ODBC Driver 7.3 ver 2.5 If I read data from oracle this causes a delay in another piece of software running on the same machine, The query has finished and oracle is still connected but not being used at this moment. If i connect to an identical access database the delay we experience disappears.
