Try TOAD (Tool for Oracle Application Developers) from www.toadsoft.com. Free, low memory footprint, easy install, superb interface and fast. Support is via a mailing list, and is generally pretty goog. Bugs are usually fixed within 24 hours.

It goes way beyond a beginners tool, but the interface is still very clean and easy for a starter to use.
